About

Dr. Abeer AlBlooshi, DNP, RN is a senior Emirati nursing executive and healthcare leader in the United Arab Emirates. She has built a career spanning critical care, ambulatory services, dialysis, surgical and transplant services, oncology, nursing leadership, healthcare quality, and executive management. She currently serves as Director of Nursing at Dubai Health and is also identified by the DES2026 conference as Nursing Consultant & Executive Nursing Director, Medical Surgical Oncology and Transplant Services, Dubai Health, Dubai, UAE.

Education and professional qualifications

Dr. AlBlooshi holds a Doctor of Nursing Practice (DNP) from the Frances Payne Bolton School of Nursing at Case Western Reserve University (CWRU). She has stated that she was the first person in the UAE to earn a Doctor of Nursing Practice, making this an important milestone in her professional development.

She has also completed a Miller Foundation Executive Leadership Post-Doctoral Fellowship through Case Western Reserve University's nursing leadership program. The program focuses on developing executive leadership capabilities among senior nurses and healthcare leaders.

Early clinical career

Dr. AlBlooshi developed her clinical career in several highly specialized areas of nursing. Her experience includes critical care, ambulatory services, dialysis, surgical services, oncology and organ transplantation.

She spent a significant part of her career at Cleveland Clinic Abu Dhabi, where she ultimately became Executive Director of Medical & Surgical Services and Senior Clinical Director of the Surgical and Transplant Institute. Her work in this environment gave her extensive experience in complex surgical and transplant care and multidisciplinary healthcare leadership.

She was also involved in the development of nursing leadership at Cleveland Clinic Abu Dhabi. One notable initiative she created was the Charge Nurse Leadership Development Journey, designed to strengthen the leadership skills of charge nurses through education in communication, emotional intelligence, conflict management, influencing and feedback. The program enrolled 76 nurses in its initial cohort.

Leadership at Dubai Health

Dr. AlBlooshi later joined Dubai Health, Dubai's integrated academic health system, where she assumed a senior executive nursing leadership position.

She is currently identified as Director of Nursing at Dubai Health. Her responsibilities include providing strategic nursing leadership, supporting clinical excellence and strengthening nursing practice across the integrated health system.

Her own professional statement indicates that she has been privileged to lead more than 4,600 nurses across Dubai Health, highlighting the scale of her current executive responsibilities.

She has also encouraged nurses to become involved in research alongside physicians and other healthcare professionals, describing research participation as an important component of Dubai Health's discovery mission.

Leadership development

One of her most notable contributions to nursing leadership was the creation of the Charge Nurse Leadership Development Journey at Cleveland Clinic Abu Dhabi.

The six-month program included eight educational modules covering:

  • Giving and receiving feedback
  • Leadership development

The initiative was designed to prepare charge nurses for greater leadership responsibilities and strengthen the nursing leadership pipeline.

Dr. AlBlooshi has continued this focus on executive leadership through her participation in the Coldiron Senior Nursing Executive Leadership Program and the Dubai Health System Leadership Program, both of which she completed in 2025.

Oncology and transplant leadership

Dr. AlBlooshi has particularly extensive experience in medical-surgical oncology and transplantation.

At Dubai Health, she has participated in discussions surrounding the role of oncology nurses and the implementation of new Dubai Health Authority oncology clinical guidelines. She has emphasized the importance of nurses in delivering high-quality oncology care and ensuring clinical excellence.

Her transplant expertise also predates her Dubai Health role. She was part of the leadership and multidisciplinary team involved in the development of transplantation services at Cleveland Clinic Abu Dhabi. Her name appears in official Joint Commission International survey documentation in connection with the hospital's Organ and Tissue Transplant Services.

Academic and professional contribution

Dr. AlBlooshi has combined clinical leadership with professional education and organizational development.

Her DNP training and postdoctoral leadership fellowship strengthened her expertise in evidence-based nursing practice, healthcare leadership and organizational transformation. She has used this background to develop leadership programs, mentor nurses and promote professional development within the UAE healthcare system.

She has also been involved in professional nursing networks and international leadership activities, maintaining connections with senior nursing leaders and organizations outside the UAE.

Humanitarian and community involvement

Earlier in her career, Dr. AlBlooshi participated as a volunteer in Operation Smile UAE, supporting cleft-lip and cleft-palate surgical initiatives. Khaleej Times reported that she participated in the initiative for a second year and described the experience as an honor because of its impact on children's lives.

This adds a humanitarian dimension to her clinical and executive nursing career.
